Who are we?
High Council of Beninese Abroad living in the USA and the Caribbean: this is the name of our association. Better known under the acronym HCBE USA-C, this 1901 law association is an emanation of the High Council of Beninese Abroad (HCBE), umbrella of all the local sections. We are, moreover, its only and valid representation, in the USA and the Caribbean.
The inception
HCBE USA-C does not exist ex-nihilo. It is the result of a gradual integration process of Beninese expatriates into the socio-economic fabric of their country of origin. Indeed, the idea germinated at the historic national conference of the nation's vital forces, held in Cotonou, in February 1990. During these meetings, which led to democratic renewal in our country, the Beninese diaspora was invited to build a new, more prosperous nation. In this perspective, Beninese abroad met, between December 15 and 19, 1999, to discuss the modalities of participation in this exhilarating work. At the end of this consultation, the National Agency for Beninese Abroad (ANBE) was created on December 29, 2000, by decree N ° 2000-653.
The legitimation of the HCBE
Before the creation of the ANBE, the Beninese diaspora had already equipped itself with a consultation crucible, which was nothing other than the HCBE, created in December 1997. The relevance of its actions and its impact in improving the living conditions of Beninese expatriates convinced the authorities of its importance. Therefore, the ridge will be declared, organization of public utility, by presidential decree N ° 2001-155 of April 26, 2001. In this perspective, Beninese abroad met, between December 15 and 19, 1999, to discuss the modalities of participation in this exhilarating work. HCBE USA-C therefore legal
In the same spirit, and during the assizes of December 1997, the citizens of the USA and the Caribbean were invited to formalize their local section. This vow will be effective in 1998, the year in which the HCBE USA-C was placed on the baptismal font. A branch of the HCBE, recognized by public authorities, our association is therefore also legal.
HCBE USA-C, at the service of all members
Our association is autonomous, apolitical and secular. As a result, all members are therefore treated the same, regardless of their ethnicity, religion, gender and political opinions. This precaution is also based on the provisions of the Beninese constitution, which enshrines the equality of all before the law. Thus, only Beninese nationality is required to join our association, which aims to be a melting pot of solidarity and actions of all fellow citizens, residents of the USA and the Caribbean.
